James,

great idea, and a nice challenge for us all!  Just a (very) small comment on
the testbed code (with the caveat that I don't know R ;-).

I noticed you introduce epsilon (rather, a random variable uniform on [-eps,
eps]), ostensibly to "break ties".  However, this "trick" does more than
that; it essentially turns the voters' strategy into a quantal response, as
this epsilon may reverse small (non-zero!) differences in distance.  Even
though eps is very small, this can actually happen since in the spatial
context the difference in distance of two parties from a voter can be near
zero even if they are located at very different points, namely when the
parties lie nearly on the same indifference curve of the voter. (I know, I
just stated a tautology.) And since voters are located densely, especially
near the center, this is almost certain to occur for some voters and some
party locations.

It would be better to (recursively) compare the min of the distances with
the next-smallest distance until there is a numerical difference.  In the
unlikely event that you find a tie by this criterion you can then perturb
the values (or in any other fashion select randomly among them).

I'm sure this makes not much of a difference for average vote counts; but it
has the advantage that it would preserve the "pure strategy" character of
the voters' strategy, and after all, a few votes might kick a party out
(i.e., the party's payoff function is discontinuous!).
