Folks:

I am currently writing an article for which I need a measure of changes
in local level party control, partisanship or ideology for twenty-six
urban areas in the United States. I am looking at change between 1994
and 1998.

Ideally, I'd love a measure of party control of local governments but,
to my knowledge, one does not exist.

I am thinking about using two-party vote shares in congressional
elections for the relevant districts.  However, I do not have access to
such a database and, also, I am concerned about the amount of random
variance in this proxy if I am looking at just two time points.

Any advice on- or off-list would be greatly appreciated.  I am also
interested in the following broader question - what is the best
quantitative multi-city urban politics work that is being done these
days?
