I am speaking unofficially as an ex-assistant for a journal.  We accepted
pdfs for review (in fact, preferred them), and would accept .tex files for
the final submission, along with a pdf.  Blackwell would take .tex files
when we uploaded the issues. They seemed to like them since it went straight
into their typesetting programs.  From that side of things, there was never
an issue with LaTeX.
