WHAT IS GAO: The U.S. Government Accountability Office (GAO) performs
studies for the Congress that evaluate federal programs for the purpose of
improving government operations and assisting the Congress in its oversight
of the executive branch. GAO is at the epicenter of government
decision-making, helping Congress make informed decisions by providing it
with information on policy issues and constructive recommendations to
improve government operations. We testify before the Congress several
hundred times a year, are cited regularly in the national news media, and
are the second most referenced organization in the world. When we talk,
others listen! GAO is located at 441 G Street, NW, Washington, D.C.,
conveniently sited near the Judiciary Square metro station.

EMPLOYMENT BENEFITS: Individuals selected will be eligible for a full range

DESCRIPTION OF WORK:

The Chief Statistician is the expert advisor and chief consultant on the
statistical aspects of GAO's audits and evaluations of other federal
agencies and government programs.  The incumbent's overall responsibilities
are to provide leadership on GAO's application of statistical techniques
and GAO's work on federal statistical programs.  The incumbent also:

- Serves as GAO's principal spokesperson on the statistical aspects of
audits and evaluations of government programs.  As such, is responsible for
representing GAO in contacts with Members and committees of the Congress
and their staffs; representatives of other federal departments and
agencies; states, local and foreign governments; and various segments of
the private sector.  May also be responsible for presenting testimony at
congressional hearings on appropriate statistical topics.

- Provides leadership for and advises the Comptroller General and senior
GAO executives on the application of statistical techniques, including
statistical issues in survey development and administration.

- Provides advice and assistance to responsible engagement team leaders and
GAO's current highly experienced statistical methodology staff on the use
of statistical data and methods in the conduct of audits and evaluations of
government programs and operations.

- Directs or provides key expertise to advise GAO's audits and evaluations
of the federal statistical system and of federal statistical programs.

- Participates in setting standards for statistical activities at GAO and
introducing new methodologies as appropriate, bringing to bare expert
proficiency with statistical methods and the originality and creativity
required to visualize statistical measurement in GAO's audits and
evaluations.

- Undertakes special GAO-wide projects as directed by the Comptroller
General.

- Coordinates and attends meetings as requested by the Comptroller General.


QUALIFICATIONS:

Basic Requirements: Candidates must have a degree that included the
following course requirements: 15 semester hours in statistics (or in
mathematics and statistics provided at least 6 semester hours are in
statistics), and a total of 9 additional semester hours in a combination of
one or more of the following: physical or biological sciences, medicine,
education or engineering; or in the social sciences including demography,
history, economics, social welfare, geography, international relations,
social or cultural anthropology, health sociology, political science,
public administration, accounting, psychology, etc.

Experience Requirements:  Applicants must have at least one year
(52 weeks) of specialized experience that is directly related to the duties
of the position.  Such experience includes assignments that are subject
only to broad administrative direction, and involved the planning,
development and technical direction of statistical programs with
characteristics that included the following: investigations of major
importance and scope; provided extremely large and/or difficult nationwide
data collection problems; provided results that could have a bearing on
national legislation, affect the operational policies of a major
organization or agency of government, and/or have implications of similar
complexity and impact.

At this level applicants would have provided consultation on the
statistical aspects of a subject-matter field or on the technical aspects
of a specialized statistical activity, such as providing authoritative
advice to high-ranking government officials.  In addition, applicants
would have advised on the optimum use of statistical technology and the
possible expected contribution of statistics, as well as the limitations of
statistical methods, in the subject research or problem investigation.
Typically applicants would have continuing professional relationships
with ranking statistical executives within and outside government and be
consulted frequently as an expert in their field by high-ranking government
officials or leaders of organizations.

Applicants must possess the mandatory Professional and Technical
Qualifications (PTQs) listed below. These qualifications will be evaluated
to determine if the applicant has had the training and experience of the
scope, quality, and level of responsibility, and the personal attributes,
sufficient to perform the duties of the position.

Professional and Technical Qualifications:

1. Comprehensive expert knowledge of methods of surveying, collecting, and
processing statistical data and presentation of data and analytic results.

2. Ability to provide authoritative consultation on issues involving the
use of statistical data and the development of statistical measurement
techniques to engagement team leadership, executive management, and
congressional Members and staff in a collaborative and cross-disciplinary
environment.  Demonstrates strong interpersonal skills to influence teams
in a collegial way.

3. Extensive knowledge of the operation of the federal statistical system,
including the legislation governing the system and the guidelines used by
federal statistical agencies and international organizations to evaluate
the quality of statistical programs, as well as organizations engaged in
the improvement of statistical programs such as the Federal Committee on
Statistical Methodology and the Committee on National Statistics.

4. Ability to represent GAO as a recognized statistical expert that ensures
GAO's external credibility and influence on government-wide issues.  The
incumbent's knowledge is sought nationally and internationally for advice
and consultation in the field.

HOW YOU WILL BE EVALUATED:  The GAO Executive Resources Board (ERB), or an
ERB-appointed panel comprised of SES employees in GAO, will rate and rank
qualified applicants on the PTQs. The panel will make recommendations to
the ERB on the applicants that it has rated. The ERB determines and
forwards the best-qualified candidates to the Comptroller General, who
makes the final selection. The ERB or the Comptroller General may conduct
interviews of an applicant at any stage of the process as deemed
appropriate.

WHAT TO EXPECT NEXT: We expect to notify you of the outcome within 90 days
of the closing date of this announcement.

CONDITIONS OF EMPLOYMENT:

United States citizenship is required.

A background investigation will be conducted and favorable results will be
required to hold a position with GAO. A background investigation includes
questions regarding: allegiance to the United States; personal conduct; any
excessive alcohol consumption and/or illegal drug involvement; treatment
for any emotional, mental, and/or personality disorders; any criminal
conduct, etc.

If you are a male applicant born after December 31, 1959, you are required
to register under the Selective Service Act. The Defense Authorization Act

appointment in this agency.

Relocation expenses will be paid.

The selectee will be given a two-year SL Limited Term appointment.
Appointment may be extended for an additional period.

The appointee will serve at the pleasure of the Comptroller General.

OTHER INFORMATION:

Veterans' preference does not apply to GAO's Senior Level positions.

The appointee may be eligible for noncompetitive conversion to an SL Career
appointment.
