Research Analyst (Temp)

AidData produces novel data, tools, and research that answers the
question: *who
is funding, what, where, for whom, and to what effect around the world*?
AidData has an explicit focus on data and research that meets high academic
standards but is also accessible and relevant for a broad audience of
international relations practitioners, policymakers, journalists, and
scholars. AidData’s work is made possible by generous financial support of
international organizations such as the World Bank and United Nations,
private philanthropies such as the Hewlett and Gates Foundations, and
government agencies such as the US Department of State and USAID.

The Global Research Institute at William & Mary is currently seeking a
Research Analyst to support the Policy and Analysis Unit within AidData.
The Research Analyst will be responsible for conducting quantitative and
qualitative analysis on a variety of projects as well as supporting the
writing of reports. This position will work closely with a Senior Research
Analyst on a project to analyze the effects of the Belt and Road Initiative
(BRI) on development in countries performing one or more of the following
tasks:

   - Gather and clean data from secondary sources for analysis
   - Write code in R to analyze effect of BRI on development
   - Conduct sophisticated statistical and econometric analysis
   - Assist in writing of report on this analysis

This project will produce a policy report analyzing how leaders and
citizens from low- and middle-income countries perceive their interactions
with China as a development partner and Beijing’s contributions to their
societies. More specifically, the report will investigate the patterns of
Chinese financing before and after the official inauguration of the Belt
and Road Initiative (BRI), and triangulate that information with citizens
and elites perceptions of China using data from large-scale surveys. AidData
tracks more than $5.4 trillion dollars from 90 donor agencies, creates
visualization tools and software applications to facilitate understanding
of aid information, conducts rigorous impact evaluations of aid
transparency innovations, and a variety of applied research activities that
seek to improve understanding of aid distribution and impact.

This position is based at AidData at William & Mary's Global Research
Institute in Williamsburg, Virginia. This position is a temporary (hourly)
position not to exceed 6 months. The advertised pay range is $25-50/hr.
This is a restricted position subject to availability of funding. This
position is remote-work eligible (works remotely at least 1 day per week
but not full-time).

Required Qualifications

   - Degree in Economics, Social Sciences, Public Policy, or related
   fields, or comparable education and experience.
   - Working knowledge of policy research and deep knowledge of the policy
   environment through experience in government, policy research and deep
   knowledge of the policy environment through experience in government,
   military or academia.
   - Expert skill in technical assessment and analysis, in developing
   well-organized, bold-thinking and out-of-the box written reports of
   outcomes, and in handling a broad range of complex analytical assignments
   involving multiple organizations, programs, policies and managers.
   - Advanced skills and experience in quantitative analysis and in
   developing recommendations which might have a serious fiscal, budgetary,
   programmatic, regulatory, planning, performance and policy impact at
   wide-scale levels.
   - Demonstrated ability to communicate effectively, easily orally and in
   writing, with both a diverse population of technical and non-technical
   staff ; and to maintain good communication with geographically dispersed
   team.
   - Demonstrated ability to function independently, meet project timelines
   and schedules, utilize exceptional organizational skills to meet deadlines,
   and work under your own initiative.
   - Considerable experience working with R or similar data analysis
   software
   - Demonstrated skill in: R or similar data analysis software, G Suite,
   Microsoft Office programs (Word, Excel, PowerPoint, etc.)
   - Proficient user of G Suite

Preferred Qualifications

   - Graduate or Post graduate studies or PhD in Economics, Social
   Sciences, Public Policy, or Related Fields
   - Advanced work experience in R and Stata
