Conference Within A Conference (Mini-Conference) and Special Issue(s) on the Politics of Disasters, Resilience, and Recovery



To be held within the Southern Political Science Association Conference



9-11 January 2020



San Juan, Puerto Rico



Co-hosted by the Disaster and Emergency Research Network, University of Essex

Dear Colleagues:



The Disaster and Emergency Research Network, based in the Government Department at the University of Essex, will co-host a CWC – Conference Within a Conference (mini-conference) – on the Politics of Disasters, Resilience, and Recovery during the upcoming Annual Meeting of the Southern Political Science Association in San Juan, Puerto Rico, on January 9-11, 2020. The deadline for submitting paper or panel proposals to the DERN Steering Committee is August 16, 2019.







Objectives:



The 2020 CWC builds on the success of CWCs on Disasters and Emergency Management beginning in 2017, and on growing scholarly attention to the politics of disasters, resilience, and recovery. Previous CWCs have led to special issues on local emergency and disasters management (Local Government Studies<https://www.tandfonline.com/toc/flgs20/45/3>) and disaster and the social sciences (Social Science Quarterly<https://onlinelibrary.wiley.com/doi/10.1111/ssqu.12668>), both of which feature publications from DERN scholars from around the globe. We aim to showcase outstanding scholarship and provide a venue for scholars to present their research, strengthen their network, and shape future research into disasters, resilience, and recovery across the social sciences via theoretically informed, methodologically rigorous empirical work. We hope this and subsequent conferences will motivate scholars of emergency management, hazards, and disaster politics to advance theoretical insights, work with generalizable theories, and use innovative and illuminating empirical methods and data.







We seek papers on topics including (but not limited to):



  *   Disaster finance and economics;

  *   State and local disruptions, resilience, and recovery;

  *   Hazards governance;

  *   Social capital, networks, civil society organizations, and their influence on resilience;

  *   Networks and network analysis;

  *   Multiple Streams Framework;

  *   Methods for researching disaster resilience, recovery, and emergencies, including qualitative, quantitative, mixed methods, and the integration thereof;

  *   Comparative international disasters and emergencies;

  *   Electoral outcomes, public opinion, and political behavior as pertaining to disasters, media coverage, and emergency events;

  *   The use of algorithms, machine learning, and big data to evaluate performance and impact of emergency managers;

  *   Field experiments testing disaster preparedness, resilience, planning, and outcomes.







We also welcome fully formed panel proposals, and fully formed roundtable proposals on topics such as the integration of mixed methods and strategies for publishing disaster-related research in the social sciences.







The CWC will be held during the upcoming Annual Meeting of the Southern Political Science Association in San Juan, Puerto Rice, at the Caribe Hilton. Successful proposals may be invited to participate in one or more special issue(s) in relevant internationally-ranked journals. Due to the timing of the CWC, it will be designed as a workshop to allow targeted feedback on accepted papers. Depending on demand, participation, and topical range, 1-3 new special issues will be proposed, organized, and workshopped during the CWC.







Logistics:



The Southern Political Science Association conferences provide a venue for intensive and high-quality interactions as part of their “Conference Within a Conference” (CWC) format. Within this heading, a CWC can organize several panels, workshops, and/or round tables on a central topic. Paper proposals will be reviewed by an international steering committee (see below).







All transportation, fees, and accommodation for the SPSA Annual Conference must be borne by the participant, and all participants are responsible for making their own travel arrangements.







Submission Process:



Interested parties should send a PDF document with the title reading according to the format “AUTHORABBREV_TITLEABBREV_CWC2020” (such as “Samson et al_Checking the Rain_CWC2020”). The pdf should list authors (including affiliations, emails, and professional titles), paper title, brief abstract (no more than 250 words), and any additional notes. Submit directly to the DERN Team at the University of Essex ([log in to unmask]<mailto:[log in to unmask]>) before 11:59pm EDT on August 23, 2019.  Please do not submit to the SPSA site directly, as your submissions will not be forwarded to the CWC organizers. Anyone wishing to submit an entire panel or round table to the CWC should put the information for all papers in one PDF. We will consider works-in-progress only. Please do not submit published, forthcoming, or accepted work.







Time Line:



1. Deadline for submitting proposals to steering committee: 23 August 2019 (extended!).



2. Notification of paper acceptance to CWC: 28 August 2019.



3. Formal proposal of CWC, including papers, to SPSA by steering committee: 1 September 2019.



4. SPSA conference begins: morning of Thursday, 9 January 2020.



5. SPSA conference ends: evening of Saturday, 11 January 2020.
