Hi all,

I am looking for any source that may contain information about local-level
executive and/or legislative elections in Eastern European countries (esp.
Poland, Hungary, Czech Republic, Slovakia, Bulgaria, Romania, Ukraine or
Russia), such as those for city mayors, local and/or regional
legislatures.  The source(s) would ideally contain both the details on
institutional arrangements, such as whether the local
executives/legislatures have or have had term limits, the electoral rules
for local legislatures, election results, election timing, turnout numbers,
etc.   Of course, any discussion of the general context of local politics
in these countries would also be very useful.
