Take a look at ICPSR 6311. Gary King has election returns for the House
from 1898 to 1992. I don't know where you could find Senate data for that
period already compiled.

Did anyone assemble election results for US Congress (both House and Senate)
district by district (actual vote totals), for, say, since 1900? I'd been
