SAS used to have functions and formats which would read & unpack these
data. (If I remember correctly, not only are these data ebcidic rather
than ascii, they're in some compressed format -- packed decimal or zoned
decimal or something like that.) There was also a DATASOURCE procedure
in SAS/ETS which was designed to read this and other continuing economic
series. If you have access to SAS, you might check these out.
