You might try Scott Adler at University of Colorado at Boulder, and especially his book, WHY CONGRESSIONAL REFORMS FAIL: REELECTION AND THE HOUSE COMMITTEE SYSTEM. I'm not sure he went down to the detail of the SIC industry codes, though, but it's worth a look.
