Hi Mark,

Yes, your best bet is to put in a request through DESTATIS, Germany's ONS. Here their webpage: 

https://www.destatis.de/EN/Homepage.html

They can coordinate the collection of the data for you, even if all or part of it is state level data. The data may not be coherently collected and stored, if it is state government stats, and they may or may not be provided data free of charge. 

What DESTATIS typically does is that they send out a request to all state stats offices requesting the available data for the time frame and level you specify and collect the responses for you. My recent personal experience is:

(1) if data are freely available they point you to the download on the webpage; 

(2) if data are available, don't cost anything, but are not publicly accessible on the webpage, they typically attach the data in the requested format, say a spreadsheet, when emailing you back; 

(3) if data are available but it costs to make these data available, they send you a list with the available data and the estimated costs. Should you want to pay for these data, they will request a billing address and provide you with the data files within I think 2-4 weeks. This might depend on the specific request.

It can be a bit of a back and forth regarding the format, time frame, level / unit, and content of the requested data, so it helps to be really precise. My personal experience is that they really try to make things work for you and also notify you of potentially high missingness or let you know if they cannot provide small geographical levels due to risk of disclosure etc.

Subject: [POLMETH] German data question

I'm looking for financial and political data for German cities and counties (Kreise, Kreisfreiestädte und Gemeinde).   I know data are collected by state governments and the federal government.  But I wonder if the data are centrally available somewhere.
