Have you tried, for the period up to 1998 and for select countries, Party Government in 48 Democracies: Composition, Duration and Personnel, by Woldendrop, Keman and Budge. You will note the lists of individual names and party affiliations by cabinet posts within individual governments with the date of inception and termination of each government in the substantive chapters for each country. Together with a colleague at the WZB, I am working on a project where we use methods of automated content analysis to identify different types of speakers in different newspaper articles.
In this context, I am looking for a database or simply a list with the names of (ideally) all cabinet members in all countries of the world from 1980 until today.
While I am not very optimistic that this kind of list exists in an easily accessible format, I was also wondering if anybody has a good idea on how to compose such a list from different sources in a manageable amount of time. I already looked at the CIA World Leaders database, but this data only goes back to 2001 and is only accessible as pdf-files.
I would be very grateful for any ideas on that topic.
