I am a graduate student at Johns Hopkins, and I am looking for a data set
which contains the locations of terrorist *plots* by country-year.
Specifically, I am looking for data on where the planning, recruiting, and
resource gathering for terrorist incidents (executed and foiled) occurs.  I
am most interested in terrorist plots targeting U.S. and Western targets,
outside of conflict zones.
