I know that Rebecca
Thorpe<http://www.polisci.washington.edu/directory/faculty/Faculty/faculty_thorpe.html>studies
this, and her book looks at congressional-level defense outlays.
Unfortunately that's all I know about it, so you should get in touch with
her.
