the "L" is for library.

perhaps this was once a only library for C programmers to link
against; see the API section of the docs
http://gretl.sourceforge.net/API/ch-overview.html
but is clearly a lot more to it than libgretl.
there are some hooks for interaction with R as well, interesting...
