Hi Helen-
I can think of two alternative sources. The Project Level Aid Database,
developed by Mike Tierney <[log in to unmask]> (College of William and Mary) and Dan
Nielson <[log in to unmask]> (Brigham Young University) should have
something like what you want. Also, I understand that Mitch Seligson has a
pretty solid dataset for USAID, but it's only 1990-2003 (see Finkel et al.
2007. The Effects of US Foreign Assistance on Democracy Buildling
1990-2003).
